The Payne County Court Clerk is Lori Allen. The office is at the Payne County Courthouse, 606 S. Husband Street, Rooms 206 and 207, Stillwater, Oklahoma 74074. The main phone line is (405) 372-4774. A second number is (405) 747-8310. You can email the clerk at lori.allen@oscn.net. The office is open Monday through Friday, 8:00 AM to 5:00 PM. They stay open through the lunch hour, which is handy if you need to swing by during the middle of the day. Closed on weekends and all state and federal holidays.
Payne County is part of the Ninth Judicial District, which it shares with Logan County. District Judge Phillip Corley serves both counties. Associate District Judge Stephen R. Kistler and Special Judges Katherine E. Thomas and R.L. Hert round out the bench. The Court Clerk's office also works as a U.S. Passport Service Acceptance Agency, so they handle passports on top of court records.

Payne County Civil Court Records Fees
Payne County uses the standard Oklahoma fee schedule. Copies cost $1.00 for the first page and $0.50 for each page after that. Certification is $0.50 per document. Authentication runs $5.00. These amounts come from Title 28, Section 31 of the Oklahoma Statutes.
Record searches cost $5.00 whether done in person, by mail, or by email to cassie.myers@oscn.net. This fee applies when you do not have a case number and the clerk has to look through files for you. If you already know the case number, the search fee does not apply.

Marriage licenses are $50.00, or $5.00 with premarital counseling. These are filing fees, not copy fees. Copy fees only apply when you request documents from an existing case file.
Getting Copies of Payne County Court Records
Walk into the courthouse at 606 S. Husband Street in Stillwater. Go to Rooms 206 and 207. Tell the clerk what you need. Bring your ID. Give them the case number, party names, and the date if you have it. Say whether you want certified copies. Pay by cash, check, or money order. Current records come out right away. Older records, especially anything more than ten years old, may be stored off-site and take extra time to pull.
Mail requests go to: Payne County Court Clerk, 606 S. Husband Street, Room 203, Stillwater, OK 74074. Write out the case info, what documents you need, and whether you want certification. Include a self-addressed stamped envelope and payment by check or money order. Mail requests take one to two weeks because of volume. Note: The Payne County Court Clerk's office has records going back to the early 1900s, but files over ten years old may need to be pulled from an off-site location.
Payne County Court Records and the Law
All Payne County civil court records are open to the public under the Oklahoma Open Records Act. Title 51, Section 24A.2 says records of public bodies shall be open to any person for inspection, copying, and reproduction. You do not need to show a reason. You do not need to be a party to the case.
The exceptions are narrow. Juvenile records, mental health records, and adoption records are all confidential by law. Sealed cases don't show up in public searches. The clerk will take out Social Security numbers and financial account numbers before handing over copies. Under Title 12, Section 12-23, the appearance docket must include all actions brought, dates, pleadings, and judgment abstracts. Section 12-24 allows records to be kept on microfilm or other digital media.
If a court clerk denies your records request without a valid legal reason, you can file a civil suit under Section 24A.17 of the Open Records Act. If you win, the court may award attorney fees. In practice, this rarely happens because Payne County, like most Oklahoma counties, follows the law on public access to civil court records.
Civil Case Types in Payne County
